Three arrested after attempted raid on Penal Farm

MEMPHIS, Tenn. (WMC) – Three men have been arrested after an attempt to break into the Penal Farm at Shelby Farms, according to the Shelby County Sheriff’s Office.

Jamie Rusan, 24, Carloss Wilkins, 31, and Ladarius Munn, 31, have been charged with a long list of serious offenses following the incident at the Inmate Reception Center (IRC) on Dovecrest Road.

On Tuesday, June 23, Shelby County Sheriff’s Detectives were on duty when they noticed a silver Acura MDX heading south on Sycamore View around 2 am.

Records indicate the vehicle stopped at the intersection of Sycamore View and Dovecrest Road. Detectives noticed that two people exited the vehicle dressed all in black or dark colors and were each carrying several bags.

The vehicle then left the area and headed in the direction of Mullins Station Road.

Detectives observed both suspects lie down abruptly as a marked Shelby County Sheriff’s vehicle passed through the area. Once the SCSO vehicle passed, the two headed toward the IRC building on foot when a helicopter flew overhead, causing them to lie down again, according to an affidavit.

Moments later, one of the suspects got up and crossed the Green Line toward the IRC building while the other remained in the trees near the Green Line.

According to records, one of the suspects cut a hole in the fence with a bolt cutter and managed to break the fence by cutting a hole large enough for a man to pass through.

The suspect then returned to the wooded area while the other suspect forced his way through the gap in the fence and entered the facility.

Meanwhile, the other suspect returned to the wooded area, grabbed three bags and took them to the fence where he handed them to the other suspect.

Detectives soon converged on his location. The first suspect was identified as Carloss Wilkins and was detained in the woods with 2 bags of a wide variety of contraband and a pair of bolt cutters.

The other suspect was detained and identified as Ladarius Munn inside the Penal Farm fence perimeter with 3 bags of contraband in his possession.

Narcotics detectives reviewed the license plate information on the silver Acura MDX, found the address and executed a search warrant.

After detectives broke down the door, Jamie Rusan was taken into custody without incident while a systematic search was conducted.

Detectives found a bag identical to those found during the arrest of Munn and Wilkins in the front seat of the Acura MDX, in addition to several empty Newport cigarette boxes and an empty plastic bag box.

SCSO detectives analyzed Rusan’s information and showed he was on diversion for an aggravated robbery charge. Additionally, officers discovered that Rusan’s driver’s license had been revoked.

Detectives found cigarette lighters, Newport cigarettes, vaporizers, cell phones and chargers, marijuana, tobacco wrappers and narcotics, among other contraband, in the bags at Penal Farm.

Carloss Wilkins is being held on $600,000 bail. He is expected to appear in court on June 29.

Ladarius Munn is being held on $250,000 bail. He is expected to appear in court on June 30.

Jamie Rusan’s bail information has not yet been released. He is expected to appear in court on June 29.
