If you model a generation in which smoking prevalence rates fall close to zero—not through gradual social change, but through a legal floor that prevents it altogether—the downstream effects on life insurance mortality, frequency of health insurance claims, serious illness payments for lung cancer, heart disease, and chronic obstructive pulmonary disease are enormous. A group that does not smoke at all is a group that lives longer on average, spends less time in the hospital, spends less on long-term care, and generates fewer large catastrophic claims in the middle decades of life.
