Delhi EV Policy 2.0 signals the end of internal-combustion engines and “the beginning of our energy independence”, Bhavish Aggarwal said on Thursday.

“Delhi EV policy is the beginning of the end for ICE vehicles! And the beginning of our energy independence,” X, formerly the promoter of Ola Electric Mobility Ltd, wrote on Twitter. “Ola Electric to double business in Delhi and expand store and service-centre presence.”

Aggarwal cited a post by former NITI Aayog CEO Amitabh Kant, who had hailed the draft EV policy as a “breath of fresh air”.

“Subsidies drive early adoption but mandates drive scale,” Kant said. “This is a policy that other states should emulate.”

Delhi EV Policy 2.0

The Delhi EV Policy 2.0 (2026-2030) considers two-wheelers as the primary target for electrification, given that they constitute 68% of the city’s vehicle population. The stance has shifted from “supportive” to “mandatory” change.

Only electric two-wheelers will be registered in Delhi NCR from April 1, 2028. Commercial fleets – delivery services and two-wheeler taxis – will have to make the transition from January 1, 2027 itself.

Additionally, the Delhi government has introduced a “tapering” subsidy model to force buyers to switch sooner rather than later. Apart from this, vehicle-scrapage incentive has also been offered Rs 10,000 off on EVs purchased within six months of scrapping your old two-wheeler (BS-IV or older). There is also no road tax till 2030.

To ensure this, existing petrol two-wheelers can run on Delhi roads till the end of life, i.e. 15 years from the date of registration.
